Abstract

Ecologists and other scientists have long expressed concerns about the possible effect of releasing genetically modified organisms (GMOs) into the environment, while others emphasize their possible environmental benefits. The broad consequences of national and international regulations underscore the policy and research communities’ need for current scientific information and for awareness of where informational gaps occur. There is a current emphasis on crop plants, but developments of genetically engineered fish, trees, and microbes may alter perspectives. Public debate about the acceptability of genetically modified organisms in the production of food and feed has included controversy about risks of harming human health and/or the natural environment. These reactions are due, in part, to strong judgments formed from memorable events. Such judgments are common when individuals do not have a good understanding of risks. Economic and psychological theories of decision making provide understanding of how these judgments are formed, how they might evolve, and what can be done to influence them. Public dialogue and action must account for cognitive difficulties assessing risks to stimulate public evaluation that gives full consideration to the benefits and cost of genetically modified organisms. Genetic alteration of plants and animals is seen by many as an interference with nature that has unknown and potentially disastrous interactions with human genetics and natural ecosystems. This paper looks at the concept of GMO exploring the available information to decide whether in fact GMO’s are a threat to the society.

The Kurdish people are a people who have been conquered, oppressed and murdered since the first mention of the Kurds in 226 B.C.. While the United States has not been in the business of conquering the Kurds, as most powerful nations have been throughout history, United States policy, or lack thereof, concerning the Kurds in Northern Iraq has been a series of denials, promises and broken promises. Policies where the Kurds are concerned have been a bipartisan debacle, which began at least in 1972 with a report that alleged Iraqi atrocities against the Kurds. Since that time, Presidents, including Nixon, Reagan, Bush and Clinton have completely ignored the Kurdish plight or recognized it, but done nothing, or promised to help only to turn away.

To understand the relationship between the Kurds of Northern Iraq and the United States, a brief history will precede a chronological description, from 1972 to the present, of the United State policy on the Kurds, including mention of the possibility of a Kurdish state.

While exact numbers are not available, the Kurds are the largest ethnic minority in the world, who have no country to call their own. No one knows exactly where the Kurds came from;

After the attacks on the World Trade Center, some people believe it is justifiable to bomb the terrorist who caused mass murder of innocent Americans. Days after the attacks, Thomas L. Friedman made a statement that America should fight back with no rules as seen in the following quote.

“In an article on the op-ed page of the New York Times on Sept. 13 entitled “World War III,” Thomas L. Friedman may have presaged the coming standard: “We have to fight the terrorists as if there were no rules, and preserve our open society as if there were no terrorists.” Leaving aside for the moment whether the second part of Friedman’s assertion can be accomplished if we follow strictly the first, do we want to engage in foreign policy and military action “as if there were no rules” (ethics)?

Within history this would give the United States the right to attack Iraq and Afghanistan.  But, the just war theory does not allow that to happen even though it was horrible situation.  As of today due to the Bush Administration’s actions it is ethical to attack those countries because of the pre-emption theory.

The U.S. president is required by the nation’s Constitution to address Congress from time to time on the state of the union. That Constitutional requirement, if it were to be read in the absence of any knowledge of actual State of the Union speeches, might sound as if it were an admonition to the president to present a factual account of the current problems, and advantages, faced by the United States as the president is enjoined “from time to time give to the Congress Information of the State of the Union”. However, George W. Bush, like his predecessors, in his 2003 State of the Union Address, has focused on the second clauses of this sentence to “recommend to their Consideration such Measures as he shall judge necessary and expedient” (http://www.pbs.org/newshour/extra/teachers/lessonplans/politics/stateoftheunion/). He has used this annual message as a chance o argue for a number of policy positions that he would like to see brought about in the coming year.

If they were each to be enacted, they would cumulatively have a substantial effect on all Americans, and perhaps especially on young Americans, who will have the longest period of time to be effected by Bush’s policies and their consequences. What exactly these consequences will be is a matter of debate, however, as well as belief.
