Considered an art, the ability to negotiate has long been studied in business and political science circles.
In examining cultural differences, approaches to negotiation tend to have commonalities and varying degrees of differences. Generally, there can be resistance to negotiation under the best of circumstances—most people are not disposed to negotiate culturally, morally and personally. Some consider negotiating either inappropriate or unnecessary because their cause is right and just (Snyder, 3). For others, negotiation is considered strategically unwise—a sign of weakness and the willingness to give-in and compromise. In international affairs, the prevalent negotiation strategy of many leaders appears to be largely comprised of posturing and ultimatums.
Two well-known experts on socio-political negotiations, Scott Snyder and W.R. Smyser, explore the negotiating behaviors of North Korea in Negotiating on the Edge and of Germany in How Germans Negotiate. In Snyder’s Book on North Korea, he examines how the country, contrary to popular belief, does indeed have a rational framework for negotiation while Smyser illustrates Germany’s abiding search for security, stability and community while dealing with the dynamics of meshing an old traditionalism with a “predatory new style” (Smyser, 17).

The relationship between the United States and Korea continues to sour. On October 17, 2003, news reports stated that North Korea is hinting that it will test a nuclear weapon. A statement spread to the world and attributed to North Korea’s spokesman for the Foreign Ministry, said North Korea would “open its nuclear deterrent to the public as a physical force.” North Korea went on to show its continued disapproval of President Bush’s “axis-of-evil” statement in an announcement that Pyongyang, North Korea’s state-run news agency KCNA. The announcement claims that it is the “target of its [United States] pre-emptive nuclear attack. The North Korean government claims it will not abandon its nuclear weapon program without the United States signing a non-aggression treaty. If the United States turns its policy toward North Korea around, then it will not oppose dialog in order to settle the nuclear issue (North Korea Hints it May Test a Nuke).
Colin Powell, U.S. Secretary of State, has repeatedly warned North Korea that the country will not intimidate the United States. In an October trip to the area, President George W. Bush appears to favor this sentiment. For example, North Korea has placed demands such as the United States signing a non-invasion pact. In a statement, reported by Fox News, the President said, “that’s off the table.”

In 2000, South Korean President Kim Dae-jung visited North Korea, advocating Seoul’s “sunshine policy.” The intent of the policy was to thaw hostile relations between North and South Korea, as well as the rest of the democratic world through dialogue and aid (North Korea: Country Profile). In 2001, President George W. Bush said in a statement that he desired to improve relations with the North Korean State. He hoped to work with South Korean President Kim Dae Jung to “expand our [the United States] efforts to help the North Korean people, ease sanctions, and take other political steps” (Bush).
In the year 2002, President George W. Bush designated North Korea as a part of the “axis of evil,” claiming that the Communist nation had a handful of nuclear weapons and a uranium-enrichment program (North Korea: Country Profile).
George W. Bush’s analysis of North Korea’s nuclear intents was proven to be correct when in 2002 the North Korean government decided to reactivate a nuclear reactor and expel international inspectors (North Korea: Country Profiles).
Early in 2003, the United States government revealed, to the shock of the world, that North Korea had a nuclear weapons program. The revelation of North Korea’s program runs against the terms of agreement the Communist nation had signed onto with the United States and other countries during the Clinton administration in 1994.
Following the revelation, a group of three nations, South Korea, Japan and the United States, came together to issue a policy statement, regarding North Korea’s nuclear program. In essence, the countries expressed serious concern over North Korea’s ending of the nuclear freeze. The countries urged North Korea to cooperate fully with the Safeguards Agreement under the Treaty of Non-proliferation of Nuclear Weapons. In the press statement the group stressed that the United States, as George W. Bush had reiterated, does not pose a threat to North Korea, nor does the United States intend to invade the country. In addition, there is no logical national security reason for North Korea to proceed with its plans (Japan Policy).

Relations between the United States and North Korea have been strained since the Korean conflict in the 1950s. Tensions between the two countries have heightened in the past year. Not only have tensions mounted between the United States and North Korea, but also between North Korea and its neighbors. This paper will give a brief history and look at a few significant events, occurring over the past decade that have led up to the current deterioration of United States/North Korean relations and note events that have and continue to affect the relationship today.
To fully understand North Korean/American relations of today, it is necessary to look to history to comprehend how events have influenced recent events.
North Korea became a state in 1948 following the chaos after the end of World War II. Behind the state is the Great Leader Kim Il-sung—the leader that has controlled and shaped the country for more than 50 years. His philosophy is called the personal philosophy of Juche, or self-reliance. The result of Kim Il-sung’s rule has been to create one of the most secretive states in the world and a state-controlled country highly dependent on the cult-like atmosphere that Kim Il-sung led (Country Profile: North Korea).
